CHANGE OF UMPIRE RULES
The following paragraphs relating to the availability of umpires for
2nd, 3rd, and Central League games, replace corresponding paragraphs
17.5 thru 17.8 in the MRHA Rules. These changes are effective for all
league games from 1st January 2007.
17.5 For the 2nd XI, 3rd XI League and Central League matches clubs
will be responsible for the appointment of umpires. For the 2nd XI
League umpires must be qualified to at least umpire Level 1 (unless
the Divisional Secretary has granted a specific dispensation). For
the 3rd XI League the umpires should be qualified to umpire Level 1.
For each match the home club shall be responsible for the provision
of 2 umpires. The away club is entitled to provide an umpire. If they
wish to do so then they must notify the home club that they will be
bringing an umpire. In the absence of any such notification the home
club should provide 2 umpires.
17.6 If at any match there is an umpire short, whether through no
appointment or non-availability or non-appearance, every effort must
be made by both clubs (and especially the home club) to provide a
competent umpire.
17.7 Clubs must endeavour to use a club umpire before the use of
players, but in the absence of any one, or both club umpires, the club
which has not provided an umpire in accordance with its obligations
under this rule shall withdraw one player from their side and that
player shall act as umpire for the entire match. (It follows that the
lack of an umpire or umpires can never be a reason for the
postponement of a match.)
Please note the wording.
Clubs that do have travelling umpires may still use them as before -
the important point is in the advance notification of arrangements
between the clubs.
GOALKEEPING RULE CHANGES
| DIRECTIVE TO ALL MIDLAND COUNTIES AND CLUBS. with effect from Wednesday 10th January 2007 Rules of Hockey 2007- 08 Goalkeepers The Rules of Hockey 2007-08 have been changed significantly in respect to goalkeeping. For a precise description please refer to Rule 4 Players Clothing and Equipment and Rule 10 Conduct of Play: Goalkeepers. In summary these rules relax the requirement for a goalkeeper to have fully “protective equipment comprised of at least headgear, leg guards and kickers…” and permit no goalkeeper at all. The Midland Region HA believes that this relaxation is inappropriate both in junior hockey and in all adult hockey where Under 18 players may or may not be participating. The Association notes that EH has already stated that Mini Hockey must have fully equipped goalkeepers. In accordance with its general principles of child protection and duty of care the Association therefore makes the following local rule regarding all hockey played within its jurisdiction. “With effect from 10 January 2007 each match taking place within the jurisdiction of the Midland Region Hockey Association MUST have on the field at all times a fully equipped goalkeeper as specified in Rule 4.4a of the Rules of Hockey 2007-08. This means a kicking back is NOT permitted and neither shall any match take place with only eleven field players. For the purposes of this local rule, hockey is defined as any match where the players are within the league or competition rules that come under the auspices of the Midland Region Hockey Association. All other hockey that comes under the jurisdiction of England Hockey [e.g. EH Cup matches etc.] will be able to be played under the new F.I.H. Rules of Hockey. | 11th Jan 07 | URGENT - Local Midlands Ruling on Goalkeepers |
| URGENT Following a lengthy discussion last evening at Midlands Council, it was decided that a local ruling would be put in place for all hockey under the jurisdiction of Midlands Regional Hockey Association. This ruling will apply to all Midland Mens' League games, Midlands Womens' League matches and all Schools and Youth competitions organised by Midlands. The ruling is that with IMMEDIATE effect each team in a match taking place within the jurisdiction of the Midlands Regional Hockey Association MUST have on the field at all times a fully equipped goalkeeper as specified in Rule 4.4a of the Rules of Hockey 2007-08. This means that a match shall not take place with only eleven field players in a team. For the full definition look at this website where the full wording will be published as soon as possible. In August 2007 England Hockey is to host the European Hockey Championships – the Number 1 Senior Nations Tournament in Europe and this time the men’s and the women’s tournament will run together. It will be a huge event and the venue is Belle Vue in Manchester…remember that from the last Commonwealth Games? The volunteers were arguably the biggest and best team that took part and certainly they helped make the Games the tremendous success that we all felt so proud of.

Commonwealth Games was the largest volunteering logistics exercise ever undertaken in the UK. Every volunteer received training and over 12,000 uniforms were issued over 42 days!
